Mae’r Rheoliadau hyn yn gohirio ymhellach is-etholiadau llywodraeth leol penodol o ganlyniad i’r pandemig COVID-19.
Roedd yr is-etholiadau gohiriedig hyn i fod i gael eu cynnal yn ystod y cyfnod rhwng 1 Chwefror 2021 a 16 Ebrill 2021, ond byddant yn digwydd yn awr yn ystod y cyfnod rhwng 1 Mawrth 2021 a 6 Mai 2021.
Mae rheoliad 2 yn diwygio’r dyddiadau perthnasol yn Rheoliadau Llywodraeth Leol (Coronafeirws) (Gohirio Etholiadau) (Cymru) 2020.

Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Rheoliadau hyn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Rheoliadau hyn.
