Gwneir y Rheoliadau hyn drwy arfer y pwerau a roddwyd gan baragraff 11A(1) o Atodlen 2 i Reoliadau’r Fasnach mewn Anifeiliaid a Chynhyrchion Perthynol (Cymru) 2011 (O.S. 2011/2379) (Cy. 252).

Mae Rheoliad 2 yn diwygio’r dyddiad yn rheoliad 3(1) o Reoliadau Paratoadau Cig (Diwygio ac Addasiadau Darfodol) (Cymru) (Ymadael â’r UE) 2021 (O.S. 2021/1 (Cy. 1)) er mwyn ymestyn effaith y Rheoliadau hynny, sydd, mewn perthynas â mewnforion sy’n tarddu o, neu a gynhyrchir mewn sefydliadau a leolir yn Aelod-wladwriaethau’r AEE, Ynysoedd Ffaröe, Kalaallit Nunaat (Greenland) neu’r Swistir, yn atal dros dro y gofyniad i baratoadau cig a fewnforir i Gymru fod wedi’u rhewi’n ddwfn. Gosodir y gofyniad hwnnw gan Erthygl 3(3) o Benderfyniad y Comisiwn 2000/572/EC sy’n gosod yr amodau iechyd anifeiliaid a’r cyhoedd ac ardystio milfeddygol ar gyfer mewnforio paratoadau cig i’r Gymuned o drydydd gwledydd (EUDN 2000/572). Ymestynnir yr ataliad dros dro hyd hanner nos ar 30 Medi 2021.

Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Rheoliadau hyn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Rheoliadau hyn.
