9. Pan fo swydd aelod o’r Panel yn wag, rhaid ei llenwi cyn gynted ag y bo’n rhesymol ymarferol—
(a)pan fo swydd cadeirydd y Panel neu swydd un o’r aelodau annibynnol a benodir gan Weinidogion Cymru yn wag, gan Weinidogion Cymru yn unol ag erthygl 4 neu 5,
(b)pan fo swydd un o’r aelodau cynrychioliadol yn wag, gan y sefydliad y mae swydd ei gynrychiolydd yn wag.
