The Welsh Ministers, in exercise of the powers conferred upon them by section 8(1)(a) of the Local Government (Wales) Measure 2009(1), and having consulted those persons whom they are required under section 8(3) of that Measure, hereby make the following Order.

Title, commencement, and application

1.—(1) The title of this Order is the Fire and Rescue Authorities (Performance Indicators) (Wales) Order 2015.

(2) This Order applies in relation to Welsh fire and rescue authorities(2) and comes into force on 1 April 2015.

Performance indicators

2.—(1) The performance indicators in the Schedule to this Order are specified for the purpose of section 8(1)(a) of the Local Government (Wales) Measure 2009.

(2) The performance indicators specified in the Schedule apply to financial years beginning on and after 1 April 2015.

Revocation

3.  The Fire and Rescue Authorities (Performance Indicators) (Wales) Order 2011(3) is revoked.

THE SCHEDULE

Risk Reduction and Community Safety

ReferenceIndicator
FRS/RRC/S/001The total number of:
(i) fires attended per 10,000 population;
(ii) false alarms attended per 10,000 population;
(iii) road traffic collisions attended per 10,000 population;
(iv) other incidents attended per 10,000 population.
FRS/RRC/S/002The total number of:
(i) deaths and injuries arising from all fires per 100,000 population;
(ii) deaths and injuries arising from accidental fires per 100,000 population.

FRS/EFR/S/003(i) The percentage of dwelling fires which were contained in the room in which they originated.

EXPLANATORY NOTE

(This note is not part of the Order)

This Order revokes the Fire and Rescue Authorities (Performance Indicators) (Wales) Order 2011 (S.I. 2011/558 (W. 80)) and specifies for Wales a new set of statutory performance indicators, by reference to which the performance of fire and rescue authorities in exercising their functions will be measured. The Order will have effect from 1 April 2015.

Article 2 of this Order specifies that the performance indicators are set out in the Schedule to this Order.

The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to this Order. As a result it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with this Order.

Under section 1 of the Local Government (Wales) Measure 2009, a Welsh fire and rescue authority is an authority in Wales that is constituted by a scheme under section 2 of the Fire and Rescue Services Act 2004 (c. 21) or a scheme to which section 4 of that Act applies.
