Mae'r Rheoliadau hyn yn diwygio Rheoliadau Cynllun Taliad Sengl a Chynlluniau Cymorth y Polisi Amaethyddol Cyffredin (Cymru) 2010 (O.S. 2010/1892) (Cy.185) (“y prif Reoliadau”) sy'n gwneud darpariaeth yng Nghymru ar gyfer gweinyddu Rheoliad y Cyngor (EC) Rhif 73/2009 (OJ Rhif L 30, 31.1.2009, t 16), ac offerynnau cysylltiedig eraill yr UE, mewn perthynas â chynlluniau cymorth uniongyrchol o dan y polisi amaethyddol cyffredin.
Mae rheoliad 2 yn diwygio'r prif Reoliadau i ddarparu ar gyfer didyniadau modiwleiddio ychwanegol a gaiff eu gwneud o'r taliadau uniongyrchol i ffermwyr ar gyfer 2013.
Ni pharatowyd asesiad effaith rheoleiddiol ar gyfer yr offeryn hwn gan na ragwelir y bydd unrhyw effaith, nac unrhyw effaith sylweddol, ar y sectorau preifat, gwirfoddol na chyhoeddus.
