Mae'r Gorchymyn hwn yn rheoli cario a defnyddio unrhyw rwydi pysgota gyda maint eu rhwyll rhwng 16 a 31 o filimetrau, wedi ei mesur yn unol â Rheoliad y Comisiwn (EC) Rhif 129/2003 dyddiedig 24 Ionawr 2003 sy'n gosod rheolau manwl ar gyfer pennu maint y rhwyll a thrwch cortynnau rhwydi pysgota. Mae'r Gorchymyn hwn yn nodi'r darpariaethau cenedlaethol y gelwir amdanynt gan Erthygl 25 o Reoliad y Cyngor (EC) Rhif 850/98 dyddiedig 30 Mawrth 1998, drwy bennu rhwydi gorchudd a gridiau didoli fel y mathau o ddyfais y mae'n ofynnol eu defnyddio.
Mae'r Gorchymyn yn gymwys i gychod pysgota Prydeinig yng Nghymru ac mae'n eu gwahardd rhag cario na defnyddio rhwydi o'r fath ac eithrio o dan amgylchiadau penodol (erthygl 3).
Yr eithriadau penodol yw pan fydd atodiadau a ddiffinnir wedi eu gosod ar y rhwyd (erthygl 3(1)(a) a (b)), pan na fydd unrhyw bysgod môr wedi eu dal (erthygl 3(1)(c)) neu pan fydd unrhyw bysgod môr a gedwir ar y cwch yn cael eu cadw yn unol ag Erthygl 25(3) o Reoliad y Cyngor (EC) Rhif 850/98 (erthygl 3(1)(d)).
Os bydd unrhyw gwch yn torri'r gwaharddiad hwn, bydd y meistr, y perchennog a'r siartrwr yn euog o dramgwydd ac yn agored i ddirwy nad yw'n uwch na £5,000 ar gollfarn ddiannod ac ar gollfarn ar dditiad i ddirwy (adrannau 3(5) ac 11(1)(b) o Ddeddf Pysgod Môr (Cadwraeth) 1967). Caiff y llys hefyd osod dirwy ychwanegol heb fod uwchlaw gwerth y pysgod a ddaliwyd â'r rhwyd neu orchymyn fforffedu'r rhwyd (adran 11(2) a (3) o Ddeddf 1967).
Mae'r Gorchymyn yn ychwanegol yn rhoi pwerau gorfodi i swyddogion pysgodfeydd môr Prydeinig at ddibenion gorfodi'r Gorchymyn hwn neu unrhyw Orchymyn cyfatebol (erthygl 4).
Mae'r Gorchymyn yn dirymu Gorchymyn Rhwydi Pysgota Perdys (Cymru) 2003 (erthygl 5).
Ni pharatowyd asesiad effaith rheoleiddiol mewn perthynas â'r Gorchymyn hwn.
