3.—(1) Rhaid i bob awdurdod baratoi a chyhoeddi Cynllun Plant a Phobl Ifanc yn unol â'r Rheoliadau hyn.
(2) Yn y rheoliad hwn, ystyr “Cynllun Plant a Phobl Ifanc” yw cynllun o'r math y cyfeirir ato yn adran 26 (1) o Ddeddf 2004, yn datgan strategaeth yr awdurdod ar gyfer cyflawni eu swyddogaethau o ran plant ac o ran personau ifanc perthnasol.
