Mae'r Rheoliadau hyn yn rhagnodi math o addysg a hyfforddiant at ddibenion adran 75 o Ddeddf Dysgu a Medrau 2000 (“Deddf 2000”). Mae adran 75 yn darparu cylch gwaith estynedig Prif Arolygydd Ei Mawrhydi dros Addysg a Hyfforddiant yng Nghymru.
Mae rheoliad 2 yn rhagnodi addysg a hyfforddiant a ddarperir gan, neu ar ran, sefydliad yn y sector addysg uwch yng Nghymru at ddibenion galluogi personau i ddod yn weithwyr ieuenctid a chymunedol neu fel hyfforddiant pellach ar gyfer personau sy'n weithwyr ieuenctid a chymunedol. Effaith y rhagnodi yw bod y math hwn o addysg a hyfforddiant yn cael ei ddwyn i gylch gwaith y Prif Arolygydd o dan adran 75 o Ddeddf 2000.
