1.  Mae'r Rheoliadau hyn, sy'n gymwys i Gymru yn unig, yn diwygio am y trydydd tro Reoliadau Deunyddiau ac Eitemau Plastig mewn Cysylltiad â Bwyd 1998 (O.S. 1998/1376, “Rheoliadau 1998”), i'r graddau y maent yn gymwys i Gymru. Mae'r Rheoliadau hyn yn gweithredu Cyfarwyddeb y Comisiwn 2002/17/EC sy'n diwygio Cyfarwyddeb 90/128/EEC ynghylch deunyddiau ac eitemau plastig y bwriedir iddynt ddod i gysylltiad â bwydydd (OJ Rhif L58, 28.2.2002, t.19), ac eithrio paragraff 1(a) o'r Atodiad a pharagraff 2(a)(ii) o'r Atodiad i'r graddau y mae Cyfarwyddeb 90/128/EEC yn ymwneud ag ychwanegion bensaldehyd a chamffor. Rhoddwyd y paragraffau hyn ar waith gan Reoliadau Deunyddiau ac Eitemau Plastig mewn Cysylltiad â Bwyd (Diwygio) (Cymru) 2002 (O.S. 2002/2834 (Cy. 272)).

2.  Mae'r Rheoliadau yn diwygio Rheoliadau 1998 drwy wneud y canlynol —

(a)ychwanegu darpariaeth drosiannol ynglŷn ag achos sy'n cael ei ddwyn am dramgwydd odanynt (rheoliad 3);

(b)ychwanegu sylweddau newydd at y rhestr o fonomerau y caniateir eu defnyddio wrth weithgynhyrchu deunyddiau neu eitemau plastig a diwygio'r defnydd ar fonomerau penodol sy'n cael eu defnyddio mewn gweithgynhyrchu o'r fath (rheoliad 4);

(c)ychwanegu sylweddau newydd at y rhestr anghynhwysfawr o ychwanegion sy'n cael eu defnyddio wrth weithgynhyrchu deunyddiau neu eitemau plastig a diwygio'r defnydd ar ychwanegion penodol sy'n cael eu defnyddio mewn gweithgynhyrchu o'r fath (rheoliad 5);

(ch)ychwanegu sylweddau penodol at y rhestr o sylweddau y nodir manylion amdanynt yn Atodlen 2B i Reoliadau 1998 (rheoliad 6); a

(d)gwneud diwygiad canlyniadol i Reoliadau Diogelwch Bwyd (Samplu a Chymwysterau) 1990 (rheoliad 7).
