The National Assembly for Wales, in exercise of the powers conferred upon it by paragraph 4(1) of Schedule 10 to the Local Government and Housing Act 1989(1), and of all other powers enabling it in that behalf, hereby makes the following Regulations:

1989 c. 42. See the definition of “prescribed” in section 45(1) of the Housing Act 1988 (c. 50), which has effect by virtue of Paragraph 2(2) of Schedule 10 to the 1989 Act. Functions of the Secretary of State, so far as exercisable in relation to Wales, are transferred to the National Assembly for Wales by the National Assembly for Wales (Transfer of Functions) Order 1999, S.I. 1999/672 Article 2, Schedule 1.
