Mae'r Gochymyn hwn yn dod â nifer o ddarpariaethau Deddf Safonau Gofal 2000 i rym mewn perthynas â rheoleiddio Canolfannau Preswyl i Deulueodd, Asiantaethau Mabwysiadu Gwirfoddol, Asiantaethau Maethu a Gwasanaethau Mabwysiadau Awdurdodau Lleol. Effaith y Gorchymyn hwn fydd dod â'r sefydliadau a'r asiantaethau hyn o fewn fframwaith rheoleiddio Deddf Safonau Gofal 2000, a gaiff ei orfodi yng Nghymru gan Gynulliad Cenedlaethol Cymru.
Mae darpariaethau pellach yn ymwneud â rhai darpariaethau o Ran VIII o Ddeddf Safonau Gofal 2000 eu heffaith yw diwygio Rhan XII o Ddeddf Plant 1989 (“Deddf 1989”) ac sy'n dod i rym ar 1 Chwefror 2003. Effaith y diwygiadau yw ehangu'r ddyletswydd i fonitro lles plant sy'n preswylio i bob ysgol a choleg addysg bellach sy'n darparu llety i blant. Mae Cynulliad Cenedlaethol Cymru yn disodli'r awdurdod lleol fel y corff monitro. Mae darpariaethau adrannau 87A ac 87B o Ddeddf 1989 sy'n caniatáu i sefydliadau benodi arolygydd wedi'i gymeradwyo i fonitro eu darpariaeth les yn yr un modd yn cael eu hestyn i bob ysgol a choleg addysg bellach sy'n darparu llety i blant.
