Mae Cynulliad Cenedlaethol Cymru, drwy arfer y pwerau a roddwyd iddo gan adrannau 68(1) a (2) a 104(4) o Ddeddf Plant 1989(1) a pharagraff 4 o Atodlen 9A iddi, drwy hyn yn gwneud y Rheoliadau canlynol:

Mae'r swyddogaethau o dan adran 68, i'r graddau y maent yn arferadwy mewn perthynas â Chymru, wedi'u trosglwyddo i Gynulliad Cenedlaethol Cymru gan erthygl 2(a) o Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999, O.S. 1999/672. Mewnosodwyd Atodlen 9A yn Neddf Plant 1989 gan adran 79(2) o Ddeddf Safonau Gofal 2000 (p.14) ac Atodlen 3 iddi. Gweler adran 105(1) o Ddeddf 1989 i gael ystyr “prescribed” ac adran 79B(7) o'r Ddeddf honno, a fewnosodwyd gan adran 79 o Ddeddf Safonau Gofal 2000, i gael ystyr “regulations”.
