Mae hyn yn gorfodi Cynulliad Cenedlaethol Cymru i baratoi a chyhoeddi, o fewn 12 mis o gychwyn adran 2, strategaeth yn nodi ei bolisïau ar gyfer sicrhau, drwy ddulliau sy'n cynnwys cymryd mesurau i sicrhau bod ynni'n cael ei ddefnyddio'n effeithlon, cyn belled ag y bo'n rhesymol ymarferol na fydd pobl Cymru yn byw mewn tlodi tanwydd.
