Mae Adran 17(5) o Ddeddf Llywodraeth Leol 1988 (“Deddf 1988”) yn cynnwys rhestr o faterion (materion anfasnachol) na chaiff awdurdod cyhoeddus arfer y swyddogaethau a restrir yn adran 17(4) o'r Ddeddf honno o'u herwydd, sef swyddogaethau sy'n cynnwys swyddogaethau mewn perthynas â chontractau cyflenwadau neu weithfeydd cyhoeddus arfaethedig.
Mae'r Gorchymyn hwn yn darparu bod y materion a bennir yn adran 17(5)(a) a (d) o Ddeddf 1988 yn peidio â bod yn faterion anfasnachol at ddibenion yr adran honno . Mae'r materion o dan sylw yn ymwneud â thelerau ac amodau cyflogi etc gweithlu'r contractiwr ac ymddygiad contractwyr neu eu gweithwyr mewn anghydfodau diwydiannol.
