O dan adran 64(1) o Ddeddf Llywodraeth Leol 1972 (fel y'i hamnewidiwyd gan Ddeddf Llywodraeth Leol (Cymru) 1994) yr oedd yn ofynnol i Gomisiwn Ffiniau Llywodraeth Leol Cymru adolygu'r trefniadau etholiadol cyn gynted ag y bo'n ymarferol ar ôl yr etholiadau cyntaf i awdurdodau unedol ym Mai 1995.

Mae'r Gorchymyn hwn yn rhoi ei effaith i'r cynigion a wnaed yn adroddiad Rhagfyr 1999 Comisiwn Ffiniau Llywodraeth Leol Cymru ar gyfer Bwrdeistref Sirol Casnewydd.

Er bod y Gorchymyn yn dileu pob adran etholiadol presennol yn y Fwrdeistref Sirol ac yn eu disodli ag adrannau etholiadol newydd, yn ymarferol bydd y mwyafrif ohonynt yn aros yr un fath.

Mae'r trefniadau presennol yn aros yr un fath ar gyfer adrannau etholiadol Allt-yr-ynn, Alway, Beechwood, Betws, Caerllion, Y Gaer, Y Graig, Llan-wern, Malpas, Pilgwenlli, Ringland, Tŷ-du, Shaftesbury, Sain Silian, Stow Hill, Parc Tredegar, Victoria.

Cynrychiolir adran Langstone, sy'n cynnwys cymunedau Langstone, Llanfaches a Phen-hŵ , gan ddau gynghorydd.

Mae adran etholiadol Liswerry i gynnwys cymunedau Liswerry a Threfonnen ac mae i'w chynrychioli gan bedwar cynghorydd.Ni fydd adran etholiadol Llan-wern felly yn cynnwys cymuned Treffonen.

Mae adran Maerun, sy'n cynnwys cymunedau Coedcernyw, Maerun, Llanfihangel-y-fedw a Gwynllwg, i'w cynrychioli gan ddau gynghorydd.
