Mae'r Rheoliadau hyn yn diwygio ymhellach Reoliadau'r Gwasanaeth Iechyd Gwladol (Gwasanaethau Fferyllol) 1992 (“Rheoliadau'r Gwasanaethau Fferyllol”) sy'n llywodraethu'r trefniadau ar gyfer darparu gwasanaethau fferyllol o dan Ddeddf y Gwasanaeth Iechyd Gwladol 1977 a Rheoliadau'r Gwasanaeth Iechyd Gwladol (Gwasanaethau Meddygol Cyffredinol) 1992 (“Rheoliadau'r Gwasanaethau Meddygol Cyffredinol”) sy'n rheoleiddio'r telerau y mae meddygon yn darparu gwasanaethau meddygol cyffredinol o dan Ddeddf y Gwasanaeth Iechyd Gwladol 1977.
Mae Rheoliad 3(3) o'r Rheoliadau hyn yn ychwanegu Apomorphine Hydrochloride (Uprima) at Atodlen 11 i'r Rheoliadau Gwasanaethau Meddygol Cyffredinol, sy'n rhestru'r cyffuriau a'r sylweddau eraill y gellir eu rhagnodi ond yn unig mewn amgylchiadau penodol yng nghwrs gwasanaethau fferyllol a ddarperir o dan Ddeddf y Gwasanaeth Iechyd Gwladol 1977.
Mae'r diwygiadau a gynhwysir yn rheoliad 2 a 3(1) a (2) yn diwygio'r ddwy set o Reoliadau i gymryd ystyriaeth o'r ffaith y gall fod offer penoddol ar gael drwy ragnodi yn y Gwasanaeth Iechyd Gwladol ond yn unig mewn amgylchiadau a bennir gan Gynulliad Cenedlaethol Cymru yn y Tariff Cyffuriau.
Mae Rheoliad 2(c) o'r Rheoliadau hyn yn estyn y diffiniad o “nurse prescriber” yn Rheoliadau'r Gwasanaethau Fferyllol i adlewyrchu'r cyfrifoldebau estynedig a roddir i nyrsys penodol. Nodir dyfarniad Cynulliad Cenedlaethol Cymru ynghylch y cyffuriau, y meddyginiaethau a'r offer rhestredig y gellir eu rhagnodi gan nyrs ragnodi yn Rhan XVIIB o'r Tariff Cyffuriau, y gellir cael copïau ohono oddi wrth y Llyfrfa, PO Box 29, Norwich NR3 1GN.
Mae Rheoliad 2(2)(b), (3) a (6) hefyd yn gwneud newidiadau i Reoliadau'r Gwasanaethau Fferyllol o ganlyniad i gychwyn adran 42 o Ddeddf Iechyd a Gofal Cymdeithasol 2001, a ddisodlodd adran 41 o Ddeddf y Gwasanaeth Iechyd Gwladol 1977.
Mae Rheoliad 2(2)(a) yn cywiro gwall Rhif o yn Rheoliadau'r Gwasanaethau Fferyllol.
