Mae'r Gorchymyn hwn yn dod â holl ddarpariaethau creiddiol Deddf Consesiynau Teithio (yr Hawl i'w Cael) 2002 (“Deddf 2002”) i rym ar 1 Ebrill 2003 mewn perthynas â Chymru.
Mae adran 1(1) ac 1(3) o Ddeddf 2002 yn gwneud yn gyfartal, yn 60 mlwydd oed, yr oedrannau pryd bydd gan ddynion a menywod yr hawl i gonsesiynau teithio ar wasanaethau bysiau lleol o dan adran 146 o Ddeddf Trafnidiaeth 2000 neu o dan gynlluniau a wnaed o dan adran 93 o Ddeddf Trafnidiaeth 1985. Mae'r oedrannau hyn eisioes wedi'u gwneud yn gyfartal, mewn perthynas â Chymru, gan Erthyglau 2, 3 a 5 o Orchymyn Consesiynau Teithio (Estyn yr Hawl i'w Cael) (Cymru) 2001 (O.S. 2001/3765 (Cy.313) (“Gorchymyn 2001”) a ddaeth i rym ar 1 Ebrill 2002. Bydd Erthygl 5 o Orchymyn 2001 yn cael ei disodli gan, ac yn peidio â chael effaith oherwydd, dyfodiad Deddf 2002 i rym, ar 1 Ebrill 2003, fel canlyniad i'r Gorchymyn hwn.
Mae'r darpariaethau y mae'r Gorchymyn hwn yn eu cychwyn mewn perthynas â Chymru hefyd yn dod i rym ar 1 Ebrill 2003, mewn perthynas â Lloegr, o dan Orchymyn Deddf Consesiynau Teithio (yr Hawl i'w Cael) 2002 (Cychwyn) (Lloegr) 2002 (O.S. 2002/673 (C.17)).
