Mae'r Rheoliadau hyn yn gwneud darpariaeth ynghylch cymorth i blant a phobl ifanc 16 oed a throsodd, sy'n derbyn gofal, neu sydd wedi derbyn gofal, gan awdurdod lleol.
Mae rheoliadau 3 a 4 yn rhagnodi categorïau pellach o blant y bydd neu, yn ôl fel y digwydd, na fydd ar awdurdodau lleol ddyletswyddau ychwanegol tuag atynt fel y darperir ar ei gyfer yn Rhan III o Ddeddf Plant 1989, fel y'i diwygiwyd gan Ddeddf Plant (Ymadael â Gofal) 2000.
Mae rheoliadau 5 i 10 yn gwneud darpariaeth ynghylch asesu anghenion, a pharatoi ac adolygu cynlluniau cam nesaf, ac mae rheoliad 11 yn gwneud darpariaeth ynghylch cymorth o ran addysg a hyfforddiant, a llety.
Mae rheoliad 12 yn rhagnodi swyddogaethau cynghorydd personol. Mae rheoliad 13 yn diwygio Rheoliadau Gweithdrefn Cynrychioliadau (Plant) 1991 fel y maent yn effeithio ar blant a phobl ifanc a oedd gynt yn derbyn gofal gan awdurdod lleol, neu sy'n ymadael â gofal.
