Mae'r Gorchymyn hwn yn dod ag adran 99 o Ddeddf Cefn Gwlad a Hawliau Tramwy 2000 (“y Ddeddf”) i rym ar 30 Ionawr 2001.
Mae adran 103(3) o'r Ddeddf yn rhoi i Gynulliad Cenedlaethol Cymru y pŵ er i bennu'r dyddiad pan ddaw darpariaeth nad yw'n cael ei dwyn i rym yn awtomatig gan y Ddeddf i rym. Mae adran 99 o'r Ddeddf yn ddarpariaeth y mae adran 103(3) yn gymwys iddi ac sy'n darparu—
(a)mewn perthynas â Gorchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (S.I. 1999/672), fod y cyfeiriadau at Ddeddf Priffyrdd 1980 ac at Ddeddf Bywyd Gwyllt a Chefn Gwlad 1981 yn Atodlen 1 i'r Gorchymyn hwnnw i'w darllen fel petaent yn cyfeirio at y Deddfau hynny fel y'u diwygiwyd gan y Ddeddf; a
(b)bod Atodlen 11 i'r Ddeddf i'w hychwanegu at Atodlen 1 i Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999. Bydd hyn yn galluogi swyddogaethau'r Ysgrifennydd Gwladol a gynhwysir yn Atodlen 11 i'r Ddeddf i gael eu harfer gan Gynulliad Cenedlaethol Cymru.
