Mae'r Rheoliadau hyn yn diwygio Rheoliadau Ariannu Ysgolion a Gynhelir 1999 gydag effaith o 24 Mawrth 2000 ymlaen.

Maent yn caniatáu awdurdodau lleol ddosbarthu cyllid ychwanegol sy'n codi yn sgil ailstrwythuro tâl athrawon i'r ysgolion mewn ymateb i'r angen yn yr ysgolion unigol, a hynny am gyfnod trosiannol o hyd at dair blynedd; neu ymgorffori ffactor sy'n gysylltiedig â'r cyllid ychwanegol yn fformwlâu dosbarthu yr Awdurdodau Addysg Lleol o 2000-01 ymlaen.

Ceir tri diwygiad, fel a ganlyn:

1.  Diwygir Rheoliad 9 fel y bydd unrhyw ymgynghori ag ysgolion ynghylch newidiadau i'r fformwla ddosbarthu mewn perthynas ag arian ar gyfer ailstrwythuro tâl athrawon neu â chyflogi athrawon uwch-fedrau ar 30 Tachwedd 1999 neu wedyn yn bodloni'r gofynion ynghylch ymgynghori a nodwyd yn y rheoliad hwnnw (rheoliad 2(2)).

2.  Diwygir rheoliad 22 er mwyn lleihau'r canran o gyfrannau cyllideb ysgolion cynradd ac ysgolion uwchradd y mae'n rhaid eu pennu ar sail ffactorau sy'n cyfeirio at ddisgyblion o 80% i 75% (rheoliad 2(3)); a

3.  Mewnosodir paragraff newydd yn Atodlen 2 er mwyn caniatáu, am y blynyddoedd ariannol 2000-01, 2001-02 a 2002-03, i awdurdodau addysg lleol ddidynnu'r ddarpariaeth ar gyfer cost y canlynol o'r gyllideb ysgolion lleol a'i chadw yn ganolog –

(a)ailstrwythuro tâl athrawon sy'n dod yn effeithiol ar ôl dyddiad y rheoliadau; a

(b)cyflogi athrawon uwch-fedrau.
