Effaith y Rheoliadau hyn yw diwygio Rheoliadau Cynghorau Iechyd Cymuned 1996 (“Rheoliadau 1996”) drwy ddarparu y bydd rheoliad 3(2) o Reoliadau 1996 yn gymwys os bydd y cyfnodau y bydd pob aelod o Gyngor yn eu swyddi yn dod i ben ar yr un dyddiad. Bydd y sefyllfa hon yn codi ym mhob Cyngor yng Nghymru ar 31 Mawrth 2000.
Penderfynir ar y cyfnodau y bydd aelodau sydd wedi'u penodi i'r Cynghorau yn eu swyddi o ganlyniad i'r digwyddiad hwn fel petaent yn benodiadau newydd wrth sefydlu cyngor newydd. Oherwydd hyn, bydd cyfnodau rhai aelodau yn gorgyffwrdd â chyfnodau eraill fel a ddarperir gan reoliad 3(2).
