Mae'r Rheoliadau hyn yn peri diwygiadau pellach i Reoliadau'r Gwasanaeth Iechyd Gwladol (Gwasanaethau Meddygol Cyffredinol) 1992 (“Rheoliadau 1992”), sy'n rheoleiddio'r telerau y mae Gwasanaethau Meddygol Cyffredinol yn cael eu darparu odanynt o dan Ddeddf y Gwasanaeth Iechyd Gwladol 1977.
Mae Rheoliad 34 o Reoliadau 1992 yn gwneud darpariaeth, ym mharagraff (1), i Awdurdod Iechyd wneud taliadau, yn unol â chyfraddau ac amodau a bennir gan y Cynulliad Cenedlaethol, i feddygon sy'n darparu Gwasanaethau Meddygol Cyffredinol yn ei ardal.
O fis Awst 2000 ymlaen, ni fydd hyfforddiant galwedigaethol Ymarferwyr Cyffredinol yn cael ei ariannu mwyach o gyllideb Gwasanaethau Meddygol Cyffredinol Awdurdod Iechyd. Ar ôl hynny, bydd Awdurdod Iechyd yn gwneud taliadau mewn perthynas â lwfansau ar gyfer hyfforddiant Ymarferwyr Cyffredinol yn unol â chyfarwyddiadau i Awdurdodau Iechyd ynghylch Cofrestryddion Ymarfer Cyffredinol.
Gan hynny, mae rheoliad 34(2) o Reoliadau 1992 yn cael ei ddiwygio er mwyn tynnu'r cyfeiriad at lwfansau ar gyfer hyfforddiant meddygon o blith y materion y mae'n rhaid darparu ar eu cyfer o dan baragraff (1) o'r rheoliad hwnnw.
