The Secretary of State for Health and Social Care makes the following Regulations in exercise of the powers conferred by sections 1(1) and (2)(e), 2(1) and 3(1) to (3) of, and paragraph 5(a) of Schedule 2 and paragraph 9 of Schedule 3 to, the Public Service Pensions Act 2013(1) (“the 2013 Act”).
In accordance with section 3(5) of the 2013 Act, these Regulations are made with the consent of the Treasury.
In accordance with section 22(2)(a) and (b) of the 2013 Act, the Secretary of State has consulted the representatives of such persons as appear to the Secretary of State likely to be affected by these Regulations with a view to reaching agreement with them and has laid a report before Parliament(2) in relation to these Regulations.
1.—(1) These Regulations may be cited as the National Health Service Pension Scheme (Member Contributions) (Amendment) Regulations 2025.
(2) These Regulations come into force on 1st August 2025.
(3) Regulations 2 and 3 have effect retrospectively from 1st April 2025.
(4) These Regulations extend to England and Wales.
2.—(1) Regulation 30 (members’ contributions: employees) of the National Health Service Pension Scheme Regulations 2015(3) is amended as follows.
(2) In paragraph (3)—
(a)for “2024/25” substitute “2025/26”;
(b)for the table substitute—

3.—(1) Regulation 31 (members’ contributions: practitioners and non-GP providers)(4) of the National Health Service Pension Scheme Regulations 2015 is amended as follows.

(i)for “years” substitute “year”;
(ii)omit “to 2027/28”;
(iii)at the end insert “;”;
(b)after sub-paragraph (c), insert—
“(d)in respect of the scheme years 2025/26 to 2027/28, Table 4.”;
(c)in the heading to Table 3, for “Years” substitute “Year” and omit “to 2027/28”;
(d)after Table 3, insert—

These Regulations amend the National Health Service Pension Scheme Regulations 2015 (S.I. 2015/94).
Regulation 2 amends regulation 30 (members’ contributions: employees) to update the pensionable earnings bands used to determine member contribution rates for scheme years 2025/26 to 2027/28, for employees.
Regulation 3 amends regulation 31 (members’ contributions: practitioners and non-GP providers) to update the pensionable earnings bands used to determine member contribution rates for scheme years 2025/26 to 2027/28, for practitioners and non-GP providers.
These Regulations come into force on 1st August 2025. Regulations 2 and 3 have effect retrospectively from 1st April 2025.
Section 3(3)(b) of the Public Service Pensions Act 2013 (c. 25) provides that scheme regulations may make retrospective provision.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
