The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B, 45C(1), (3)(b) and (c), (4)(b) and (d), 45D, 45F(2), (6) and (7), and 45P of the Public Health (Control of Disease) Act 1984(1).
These Regulations are made in response to the serious and imminent threat to public health which is posed by the incidence and spread of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) in England.
In accordance with section 45R of that Act, the Secretary of State is of the opinion that, by reason of urgency, it is necessary to make this instrument without a draft having been laid before, and approved by a resolution of, each House of Parliament.
1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, Restrictions) (Steps etc.) (England) (Revocation and Amendment) Regulations 2021.
(2) These Regulations come into force at 11.55 p.m. on 18th July 2021.
2. The following Regulations are revoked—
(a)the Health Protection (Coronavirus, Restrictions) (Steps) (England) Regulations 2021(2);
(b)the Health Protection (Coronavirus, Wearing of Face Coverings on Public Transport) (England) Regulations 2020(3);
(c)the Health Protection (Coronavirus, Wearing of Face Coverings in a Relevant Place) (England) Regulations 2020(4);
(d)the Health Protection (Coronavirus, Collection of Contact Details etc and Related Requirements) Regulations 2020(5);
(e)the Health Protection (Coronavirus, Restrictions) (Obligations of Undertakings) (England) Regulations 2020(6);
(f)the Health Protection (Coronavirus, Restrictions) (Local Authority Enforcement Powers and Amendment) (England) Regulations 2020(7).
3. The Regulations listed in the Schedule are revoked.
4. In regulation 19(1) of the Health Protection (Coronavirus, Restrictions) (England) (No. 3) Regulations 2020(8), for “18th July 2021” substitute “27th September 2021”.
5. Notwithstanding the revocations made by regulation 2, the amendments made to other instruments (“the amended instruments”) by the Regulations revoked by regulation 2 continue to have effect, to the extent that—
(a)they had effect immediately before the coming into force of regulation 2, and
(b)the amended instruments are not revoked by these Regulations and have not otherwise been revoked.

10. The Health Protection (Coronavirus, Local COVID-19 Alert Level) (Very High) (England) Regulations 2020(18), so far as not already revoked.
11. The Health Protection (Coronavirus, Local COVID-19 Alert Level) (Medium, High and Very High) (England) (Amendment) Regulations 2020(19).
12. The Health Protection (Coronavirus, Restrictions) (All Tiers and Obligations of Undertakings) (England) (Amendment) Regulations 2020(20).
13. The Health Protection (Coronavirus, Wearing of Face Coverings in a Relevant Place and Restrictions: All Tiers) (England) (Amendment) Regulations 2021(21).
14. The Health Protection (Coronavirus, Restrictions) (Steps and Local Authority Enforcement Powers) (England) (Amendment) Regulations 2021(22).
15. The Health Protection (Coronavirus, Restrictions) (Steps and Other Provisions) (England) (Amendment) Regulations 2021(23).

These Regulations revoke the Health Protection (Coronavirus, Restrictions) (Steps) (England) Regulations 2021, the Health Protection (Coronavirus, Wearing of Face Coverings on Public Transport) (England) Regulations 2020, the Health Protection (Coronavirus, Wearing of Face Coverings in a Relevant Place) (England) Regulations 2020, the Health Protection (Coronavirus, Collection of Contact Details etc and Related Requirements) Regulations 2020, the Health Protection (Coronavirus, Restrictions) (Obligations of Undertakings) (England) Regulations 2020, and the Health Protection (Coronavirus, Restrictions) (Local Authority Enforcement Powers and Amendment) (England) Regulations 2020, subject to a saving provision in regulation 5 which preserves the effect of certain of the amendments made by those Regulations. They also revoke a number of Regulations which amend the Regulations being revoked, and extend the validity of the Health Protection (Coronavirus, Restrictions) (England) (No. 3) Regulations 2020, so that they expire at the end of 27th September 2021.
