The Secretary of State makes the following Regulations in exercise of the powers conferred by section 160(1) and (2)(e) of the Road Traffic Act 1988(1).

The Secretary of State has consulted with representative organisations in accordance with section 195(2) of the Road Traffic Act 1988.

Citation, commencement and extent

1.—(1) These Regulations may be cited as the Motor Vehicles (International Motor Insurance Card) (Amendment) Regulations 2021 and come into force on 12th July 2021.

(2) These Regulations extend to England and Wales and Scotland.

Amendment of the Motor Vehicles (International Motor Insurance Card) Regulations 1971

2.—(1) The Motor Vehicles (International Motor Insurance Card) Regulations 1971(2) are amended as follows.

(2) In regulation 3(1) (interpretation), in sub-paragraph (c) of the definition of “insurance card”, for “in, the Schedule to these Regulations;” substitute—

in—

(i)Schedule 1 to these Regulations, or

(ii)on or before 31st December 2022, Schedule 2 to these Regulations;.

(3) In regulation 4(2), for “the Schedule” substitute “Schedules 1 and 2”.

(4) After regulation 4(2) (validity of insurance card) insert—

(3) The information that may be inserted in the top left-hand corner of the page of an insurance card that contains the particulars specified in Schedule 1 to these Regulations, is the logo of the Foreign Bureau or the British Bureau, as the case may be, under whose authority that card was issued..

(5) Before the Schedule, insert Schedule 1 that is contained in the Schedule to these Regulations.

(6) Renumber the existing Schedule as “Schedule 2”.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations amend the Motor Vehicles (International Motor Insurance Card) Regulations 1971 (S.I. 1971/792) (“the 1971 Regulations”).

Regulation 2 makes changes to the format in which an international motor insurance card (more commonly known as a Green Card, but formally defined as an insurance card) must be presented by motorists visiting Great Britain. This regulation inserts a new template Green Card as Schedule 1 to the 1971 Regulations. The new template reflects the fact that the United Kingdom is no longer a Member State of the European Union. The previous template Green Card is retained in Schedule 2 to the 1971 Regulations (as renumbered by these Regulations) because it may still be presented until 31st December 2022.

An impact assessment has not been produced for these Regulations as no, or no significant, impact on the private, public or voluntary sectors is foreseen. An explanatory memorandum is available alongside these Regulations at www.legislation.gov.uk
