The Secretary of State, in exercise of the powers conferred by regulations 6 to 9, 11 and 12 of the Trade in Animals and Animal Products (Legislative Functions) and Veterinary Surgeons (Amendment) (EU Exit) Regulations 2019(1), makes the following Regulations.

In accordance with the requirements of the regulations mentioned above, the Secretary of State has obtained the consent of the appropriate authority(2).

Citation and commencement

1.—(1) These Regulations may be cited as the Approved Country Lists (Animals and Animal Products) (Amendment) Regulations 2021.

(2) They come into force on 28th March 2021.

Amendments to Commission Decision 2007/777/EC laying down the animal and public health conditions and model certificates for imports of certain meat products and treated stomachs, bladders and intestines for human consumption from third countries

2.—(1) Commission Decision 2007/777/EC laying down the animal and public health conditions and model certificates for imports of certain meat products and treated stomachs, bladders and intestines for human consumption from third countries(3) is amended as follows.

(2) In Annex 2, Part 2—

(a)in the table, for the row for Iceland, substitute—

ISIceland (#);

(b)in the footnote to the table labelled “(#)” omit “from EU member States, Liechtenstein and Norway,”.

Amendments to Commission Regulation (EC) No 798/2008 laying down a list of third countries, territories, zones or compartments from which poultry and poultry products may be imported into and transit through the Community and the veterinary certification requirements

3.—(1) Commission Regulation (EC) No 798/2008 laying down a list of third countries, territories, zones or compartments from which poultry and poultry products may be imported into and transit through the Community and the veterinary certification requirements(4) is amended as follows.

(2) In Annex 1, Part 1—

(a)in the table, for the row for Iceland, substitute—

(b)in the footnote to the table labelled “(#)” omit “from EU member States, Liechtenstein and Norway,”.

Amendments to Commission Regulation (EC) No 119/2009 laying down a list of third countries or parts thereof, for imports into, or transit through, the Community of meat of wild leporidae, of certain wild land mammals and of farmed rabbits and the veterinary certification requirements

4.—(1) Commission Regulation (EC) No 119/2009 laying down a list of third countries or parts thereof, for imports into, or transit through, the Community of meat of wild leporidae, of certain wild land mammals and of farmed rabbits and the veterinary certification requirements(5) is amended as follows.

(2) In Annex 1, Part 1—

(a)in the table, for “EU member States, Liechtenstein and Norway” substitute “EU member States, Iceland, Liechtenstein and Norway”;

(b)in the footnote to the table omit “from EU member States, Liechtenstein and Norway,”.

Amendments to Commission Regulation (EU) No 206/2010 laying down lists of third countries, territories or parts thereof authorised for the introduction into the European Union of certain animals and fresh meat and the veterinary certification requirements

5.—(1) Commission Regulation (EU) No 206/2010 laying down lists of third countries, territories or parts thereof authorised for the introduction into the European Union of certain animals and fresh meat and the veterinary certification requirements(6) is amended as follows.

(2) In Annex 2, Part 1—

(a)in the table—

(i)in the entry for EU member States, Liechtenstein and Norway, in the fourth column, after “SUW” insert “, EQW”;

(ii)in the entry for Iceland, in the fourth column, after “RUW” insert “, POR, SUF, SUW, EQW”;

(b)in the footnote to the table labelled “(#)” omit “from EU member States, Liechtenstein and Norway,”.

Amendments to Commission Regulation (EU) 605/2010 laying down animal and public health and veterinary certification conditions for the introduction into the European Union of raw milk, dairy products, colostrum and colostrum-based products intended for human consumption

6.—(1) Commission Regulation (EU) 605/2010 laying down animal and public health and veterinary certification conditions for the introduction into the European Union of raw milk, dairy products, colostrum and colostrum-based products intended for human consumption(7) is amended as follows.

(2) In Annex 1—

(a)in the row for Iceland, in the second column, after “Iceland” insert “(#)”;

(b)in the footnote to the table labelled “(#)” omit “from EU member States, Liechtenstein and Norway,”.

Amendments to Commission Decision 2011/163/EU on the approval of plans submitted by third countries

7.—(1) Commission Decision 2011/163/EU on the approval of plans submitted by third countries(8) is amended as follows.

(2) In the Annex—

(a)in the table, below the row for Honduras, insert—

ISIceland (#);

(b)in the footnote to the table labelled “(#)” omit “from EU member States, Liechtenstein Norway and Switzerland,”.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations are made in exercise of powers conferred by the Trade in Animals and Animal Products (Legislative Functions) and Veterinary Surgeons (Amendment) (EU Exit) Regulations 2019 (S.I. 2019/1225), in particular, regulations 6 to 9, 11 and 12.

They amend entries in the approved lists contained in retained direct EU legislation for imports of certain types of products, including food and animal products. The amendments are principally to entries relating to Iceland.

A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
