The Secretary of State makes the following Order in exercise of the power conferred by section 128(2) of the Serious Organised Crime and Police Act 2005(1).
1.—(1) This Order may be cited as the Serious Organised Crime and Police Act 2005 (Designated Sites under Section 128) (Amendment) Order 2021 and comes into force on 1st October 2021.
(2) This Order extends to England and Wales.
2.—(1) The Serious Organised Crime and Police Act 2005 (Designated Sites under Section 128) Order 2007(2) is amended as follows.
(2) In article 2(1)(g) for “(14)” substitute “(16)”.
(3) In article 2(9), in each place where it occurs, for “the dotted line” substitute “the dotted line in bold”.
(4) After article 2(15) insert—
“(16) So much of the site including Richmond House, 79 Whitehall, London SW1A 2NS as is within the dotted line in bold that is marked on the map in Schedule 15 (the Richmond House Site).”
(5) For Schedule 8 (the Palace of Westminster and Portcullis House Site) substitute—

This Order amends the Serious Organised Crime and Police Act 2005 (Designated Sites under Section 128) Order 2007 (“the 2007 Order”). The 2007 Order lists sites designated under section 128 of the Serious Organised Crime and Police Act 2005, which makes it an offence for a person to enter those sites as a trespasser.
Articles 2(2), (4) and (6) of this Order designate a new site, Richmond House, which is added to the list of existing sites designated in the 2007 Order.
Articles 2(3) and (5) of this Order amends the designation of the Parliamentary Estate to include the Peers’ car park by replacing the map for The Palace of Westminster and Portcullis House Site contained within the 2007 Order with an updated map.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
