The Secretary of State makes the following Regulations in exercise of powers conferred by sections 1(1) and 189(1), (4) and (6) of the Social Security Administration Act 1992(1) and section 42(1) to (3) of, and paragraph 4(1) and (6) of Schedule 1 to, the Welfare Reform Act 2012(2).

In accordance with section 173(1)(a) of the Social Security Administration Act 1992, it appears to the Secretary of State that by reason of the urgency of this matter it is inexpedient to refer the proposals in respect of these Regulations to the Social Security Advisory Committee.

Section 189(1) was amended by Schedule 7, paragraph 109, and Schedule 8, to the Social Security Act 1998 (c.14), Schedule 3, paragraph 57, to the Social Security Contributions (Transfer of Functions, etc.) Act 1999 (c.2), and Schedule 6, paragraph 1, to the Tax Credits Act 2002 (c.21). Section 189(4) was amended by Schedule 7, paragraph 109, and Schedule 8, to the Social Security Act 1998. Section 189(4) and (6) was amended by S.I. 2013/252.
