The Secretary of State, in exercise of the powers conferred by sections 303 and 333(2A) of the Town and Country Planning Act 19901, makes the following Regulations:

In accordance with section 303(8)(a) of that Act, a draft of this instrument has been laid before and approved by resolution of each House of Parliament.
