The Secretary of State, in exercise of the powers conferred on him by sections 113(1) and 114 of the Local Government Finance Act 1992((1)) and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Local Government Finance (Consequential Amendments) (Scotland) Order 1993, shall come into force on 1st April 1993 and shall extend to Scotland only.

2.—(1) The Community Charges (Registration) (Scotland) (No.2) Regulations 1988((2)) shall be amended in accordance with the following provisions of this article.
(2) In regulation 12 of those Regulations—
(a)in paragraph (1)(b), before the word “shall” there shall be inserted the words “subject to paragraph (1A) below,”; and
(b)after paragraph (1), there shall be inserted the following paragraph:—
“(1A) Nothing in paragraph (1) above shall require the registration officer to send an inquiry form at any time during a year beginning after 31st March 1993.”.
(3) In regulation 17(1) of those Regulations, after the word “year” there shall be inserted the words “beginning prior to 1st April 1993”.

3. Regulation 5(1) of the Personal Community Charge (Students) (Scotland) Regulations 1989((3)) shall be amended by substituting, for the words “(whether commencing before or after the date of coming into force of these Regulations)”, the words “commencing prior to 1st April 1993”.

4.—(1) The Valuation Roll and Valuation Notice (Scotland) Order 1989((4)) shall be amended in accordance with the following provisions of this article.
(2) In article 1(2) of that Order, after the definition of “the 1987 Act” there shall be added the following definition:—
““the 1992 Act” means the Local Government Finance Act 1992.”.
(3) In article 2(g) of that Order—
(a)the words “within the meaning of paragraph 2 of Schedule 1 to the 1987 Act” shall be deleted; and
(b)for the words “paragraph 10 of that Schedule”, there shall be substituted the words “Schedule 1 to the 1987 Act or Schedule 5 to the 1992 Act”.
(4) In article 2(h) of that Order—
(a)after the word “Act”, there shall be inserted the words “or paragraph 10 of Schedule 5 to the 1992 Act”; and
(b)the words “referred to in (g) above” shall be deleted.

5. Regulation 3(1)(b) of the Home Energy Efficiency Grants Regulations 1992((5)) shall be amended by substituting, for the words “community charge benefit”, the words “council tax benefit”.

These Regulations make, as regards Scotland, various minor amendments to statutory instruments in consequence of the Local Government Finance Act 1992 which provides for the council tax to replace community charges with effect from 1st April 1993.
