These Explanatory Notes have been prepared by the Department for Science, Innovation and Technology, the Department of Health and Social Care, the Home Office, the Department for Business and Trade, HM Treasury, the Department for Energy Security and Net Zero, and the Ministry of Justice, in order to assist the reader in understanding the Act. They do not form part of the Act and have not been endorsed by Parliament.
