Employment (Allocation of Tips) Act 2023

Public consultation

  1. In response to the concerns surrounding tipping practices, the Government published a call for evidence in 2013 focused on the hospitality sector. Responses indicated broad support for Government intervention to ensure that discretionary payments go to the workers for whom they are intended. The Government subsequently published a consultation on tips, gratuities cover and service charges in 2016. Two-thirds of respondents advocated that tips should go to workers in full.
  2. In September 2021, the Government published a response to the consultation and announced the measures to be taken forward as part of legislation. Further media and stakeholder engagement took place at this time.
  3. In June 2022, a new Private Members’ Bill was introduced by Dean Russell MP. The Government signalled its support for the Bill.
  4. Virginia Crosbie MP became the Bill’s sponsor in September 2022, when Dean Russell was appointed Parliamentary Under-Secretary of State for Enterprise and Markets.
