In this Part—
“adjudication” includes arbitration;
“the Commissioner” means the Small Business Commissioner;
“the complainant” has the same meaning as in section 4;
“legal proceedings” means civil or criminal proceedings in or before a court or tribunal;
“public authority” means—
a public authority within the meaning of section 3(1) of the Freedom of Information Act 2000, or
a Scottish public authority within the meaning of section 3(1) of the Freedom of Information (Scotland) Act 2002;
“SBC complaints scheme” has the meaning given by section 4(1);
“small business” has the meaning given by section 2;
“the respondent” has the same meaning as in section 4.
