Draft Legislation:

This is a draft item of legislation. This draft has since been made as a UK Statutory Instrument: The Ecodesign for Energy-Related Products and Energy Information (Lighting Products) Regulations 2021 No. 1095

Functional requirements

This section has no associated Explanatory Memorandum

3.  The functional requirements specified in Table 5 apply to light sources.

Table 5

Functional requirements for light sources

Colour renderingCRI ≥ 80 (except for HID with Φuse > 4 klm and for light sources intended for use in outdoor applications, industrial applications or other applications where lighting standards allow a CRI< 80, when a clear indication to this effect is shown on the light source packaging and in all relevant printed and electronic documentation)
Displacement factor (DF, cos φ1) at power input Pon for LED and OLED MLS

No limit at Pon ≤ 5 W;

DF ≥ 0.5 at 5 W < Pon ≤ 10 W;

DF ≥ 0.7 at 10 W < Pon ≤ 25 W;

DF ≥ 0.9 at 25 W < Pon

Lumen maintenance factor (for LED and OLED)

The lumen maintenance factor XLMF% after endurance testing in accordance with Schedule 5 must be at least XLMF,MIN% calculated as follows—

where L70 is the declared L70B50 lifetime (in hours).

If the calculated value for XLMF,MIN exceeds 96.0%, an XLMF,MIN value of 96.0% applies.

Survival factor (for LED and OLED)Light sources must be operational as specified in row “Survival factor (for LED and OLED)” Schedule 2, Table 1, following the endurance testing given in Schedule 5.
Colour consistency for LED and OLED light sourcesVariation of chromaticity coordinates within a six-step MacAdam ellipse or less.
Flicker for LED and OLED MLSPst LM ≤ 1,0 at full-load
Stroboscopic effect for LED and OLED MLS

Before 31st August 2024:

SVM ≤ 0.9 at full-load (except for light sources intended for use in outdoor applications, industrial applications or other applications where lighting standards allow a CRI< 80);

From 1st September 2024:

SVM ≤ 0.4 at full-load (except for light sources intended for use in outdoor applications, industrial applications or other applications where lighting standards allow a CRI< 80)

Impact Assessments

Impact Assessments generally accompany all UK Government interventions of a regulatory nature that affect the private sector, civil society organisations and public services. They apply regardless of whether the regulation originates from a domestic or international source and can accompany primary (Acts etc) and secondary legislation (SIs). An Impact Assessment allows those with an interest in the policy area to understand:

  • Why the government is proposing to intervene;
  • The main options the government is considering, and which one is preferred;
  • How and to what extent new policies may impact on them; and,
  • The estimated costs and benefits of proposed measures.
