The Scottish Ministers make the following Order in exercise of the powers conferred by section 62(3) of the Adoption and Children (Scotland) Act 2007(1) and all other powers enabling them to do so.
1. This Order may be cited as the Special Restrictions on Adoptions from Cambodia (Scotland) Order 2008 and comes into force on 7th October 2008.
2. Special restrictions(2) apply in relation to the bringing of children into the United Kingdom from Cambodia in the cases mentioned in section 62(2) of the Adoption and Children (Scotland) Act 2007.

This Order applies the special restrictions which are set out in section 64(1) of the Adoption and Children (Scotland) Act 2007 (“the Act”) in relation to the adoption of children from Cambodia. As a result the Scottish Ministers will not be permitted to take any steps to further the bringing of children into the United Kingdom from Cambodia for the purposes of adoption, unless they are satisfied that they should do so under section 64(2) of the Act.
“Special restrictions” are defined in section 64(1) of the Adoption and Children (Scotland) Act 2007.
