The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 86(2) and (3) of the Road Traffic Regulation Act 1984(1) and all other powers enabling them to do so.
In accordance with section 86(9) of that Act, they have consulted with such representative organisations as they thought fit.
In accordance with section 86(8) of that Act, a draft of this instrument has been laid before and approved by resolution of the Scottish Parliament.
1984 c.27; section 86 was amended by the New Roads and Street Works Act 1991 (c.22), Schedule 9, paragraph 1 and the Scotland Act 2012 (c.11), section 21(10) and (11).
