4. Tubers of Solanum tuberosum L., intended for planting.

The following plants which have been produced by producers whose production and sale is authorised to persons engaged in plant production in the course of a trade or business, other than plants which have been prepared and are ready for sale to the final consumer, and which were produced separately from other products under the supervision of the responsible official body of the consignor country—
(a)plants, other than corms, seeds or tubers, of Begonia L., intended for planting; or
(b)plants, other than seeds, of Dipladenia A. DC., Euphorbia pulcherrima Willd., Ficus L., Hibiscus L., Mandevilla Lindl. or Nerium oleander L., intended for planting.
