9.The Department undertook a public consultation on the proposed policy changes in autumn 2003 and on the Proposal for a draft Traffic Management (NI) Order in spring 2005. The vast majority of those who replied on both occasions were supportive of the proposed policy and legislative changes. Comments were also made about the need for sensitive application of the powers and the Department will take these views into account in preparation of relevant subordinate legislation and operational guidance.
