149.Wrth ddyfarnu a ddylai osod cosb sifil ar unrhyw berson, a swm unrhyw gosb sifil, mae’n rhaid i’r Comisiynydd roi sylw i ba mor ddifrifol yw’r mater y mae’r gosb yn cael ei gosod amdano, amgylchiadau’r person y mae’r gosb i’w gosod arno, a’r angen i atal y methiant i gydymffurfio â gofyniad perthnasol rhag parhau neu ddigwydd eto. Dydy’r Comisiynydd ddim yn cael ei atal rhag rhoi sylw i faterion eraill.
