38.The provisions establishing the office of Commissioner and enabling a Commissioner to be appointed are to come into force on the day after the Measure is approved by Her Majesty in Council. The remaining provisions, dealing with the powers of the Commissioner, are to come info force in accordance with the procedure set out in subsection (3) which will be triggered by the appointment of the first Commissioner under the Measure.
