Insertion of regulation 81B (alternative means of returning postal ballot paper)

4. After the heading “Receipt of Postal Ballot Papers” and before regulation 82 (notice of opening of postal ballot paper envelopes) insert—
“Alternative means of returning postal ballot paper
81B. For the purposes of rule 45(2)(a) of the election rules(1), a postal ballot paper—
(a)may be returned to the returning officer by post or by hand, and
(b)must be returned to the returning officer in a covering envelope.”.

For the meaning of “election rules”, see regulation 3(1) of S.I. 2008/1741. Rule 45(2)(a) was substituted by section 5(4)(b) of the Elections Act 2022.
