Application of the Rules

3.—(1) These rules apply in relation to any inquiry caused by the Secretary of State to be held in England or Wales under the provisions of paragraphs 4 and 6A(1) of Schedule 1 to the Act for the purpose of an application, or under the provisions of paragraph 4 of Schedule 2 to the Act for the purpose of an Order.

(2) The provisions of subsections (1) and (3) of section 47 of the Act, which apply the provisions of subsections (2) to (5) of section 250 of the Local Government Act 1972(2), apply to these rules.
