Defnyddir y term darpariaeth i ddisgrifio elfen ddiffiniadwy mewn darn o ddeddfwriaeth sy'n cael effaith ddeddfwriaethol – megis Rhan, Pennod neu adran. Mae fersiwn o ddarpariaeth yn rhagolygol naill ai:
- os nad yw'r ddarpariaeth (Rhan, Pennod neu adran) erioed wedi dod i rym neu;
- pan fo testun y ddarpariaeth wedi'i newid, ond nad oes dyddiad wedi'i bennu eto gan y person neu'r corff priodol i'r newidiadau hynny i ddod i rym.
Gall Gorchmynion Cychwyn a restrir yn y blwch 'Newidiadau i Ddeddfwriaeth' fel rhai sydd heb eu gwneud eto ddod â'r fersiwn ragolygol hon i rym.

(1)Mae pŵer Gweinidogion Cymru i ddynodi awdurdod cynllunio at ddibenion adran 78 yn arferadwy drwy roi hysbysiad ysgrifenedig i’r awdurdod.
(2)Caiff Gweinidogion Cymru ddirymu dynodiad awdurdod cynllunio drwy roi hysbysiad ysgrifenedig pellach i’r awdurdod.
(3)Wrth benderfynu a ydynt am wneud neu ddirymu dynodiad, ni chaiff Gweinidogion Cymru ond cymhwyso meini prawf y mae’r amodau a ganlyn wedi eu bodloni mewn perthynas â hwy.
(4)Yr amod cyntaf yw bod Gweinidogion Cymru wedi ymgynghori â phob awdurdod cynllunio ynghylch y meini prawf.
(5)Yr ail amod yw bod y meini prawf wedi eu nodi mewn dogfen y mae Gweinidogion Cymru wedi ei gosod gerbron Senedd Cymru.
(6)Y trydydd amod yw bod y cyfnod o 21 o ddiwrnodau wedi dod i ben heb i Senedd Cymru fod wedi penderfynu yn ystod y cyfnod hwnnw nad yw’n cymeradwyo’r ddogfen.
(7)Y pedwerydd amod yw bod Gweinidogion Cymru wedi cyhoeddi’r ddogfen (pa un ai cyn, yn ystod neu ar ôl y cyfnod o 21 o ddiwrnodau).
(8)Yn yr adran hon ystyr “y cyfnod o 21 o ddiwrnodau” yw’r 21 o ddiwrnodau sy’n dechrau â’r diwrnod y gosodir y ddogfen gerbron Senedd Cymru o dan is-adran (5), heb gyfrif unrhyw adeg pan fydd y Senedd wedi ei diddymu neu pan fo toriad o fwy na 4 diwrnod.
(9)Rhaid i Weinidogion Cymru gyhoeddi copi o hysbysiad a roddir i awdurdod cynllunio o dan yr adran hon.
