81.Mae adran 41 yn diwygio paragraff 1 o Atodlen 2 i Fesur Llywodraeth Leol (Cymru) 2011 er mwyn galluogi Gweinidogion Cymru i benodi rhwng 3 a 7 aelod i’r Panel. Bwriad hyn yw darparu hyblygrwydd o ran nifer aelodau’r Panel (5 ar hyn o bryd) er mwyn rheoli ac ymgymryd â’r cyfrifoldebau ychwanegol sy’n ofynnol gan y Ddeddf. Mae hefyd yn egluro nad yw’n gymwys i gyflogeion awdurdodau lleol fod yn aelodau o’r Panel.
