The Waste and Emissions Trading Act 2003 (“the Act”) is intended to achieve in the UK significant reductions in the quantity of biodegradable municipal waste sent to landfills, as required by Article 5 of Council Directive 1999/31/EC of 26 April 1999 on the landfill of waste) (“the Landfill Directive”). The Act sets the framework for the creation of a landfill allowance scheme.
