The Secretary of State for the Environment and the Secretary of State for Transport, acting jointly in exercise of the powers conferred on them by section 11 of, and paragraph 32(5) of Schedule 6 to, the Channel Tunnel Rail Link Act 19961 and of all other powers enabling them in that behalf, hereby make the following Regulations:
