The Secretary of State for Social Security, in exercise of the powers conferred by sections 71(6), 73(2) and (4), 74(8), 77(5) and (6), 82(1), 113(1), 153(2)(c), 163(6), 165(6), 168(4), 181(1), 182(2) and (3) of the Pension Schemes Act 19931, and of all other powers enabling him in that behalf, the Occupational Pensions Board having agreed that proposals to make these Regulations should not be referred to them2, hereby makes the following Regulations:
