Part IV of the Environment Act 1995 makes provision for local authorities to contribute to the management of air quality within their areas. This Order brings into force on 23rd December 1997 all of the provisions of Part IV which are not already in force. It also brings into force on that date section 4(4A) of the Environmental Protection Act 1990, which requires local authorities to have regard to the National Air Quality Strategy published under section 80 of the 1995 Act when exercising their powers under Part I of the 1990 Act to prevent or minimise air pollution released from processes prescribed for local control.
