is authorised to act on behalf of the Chief Inspector in connection with the carrying out of any of the activities within his remit.

The Chief Inspector must ensure that the person concerned has such qualifications, experience and skills as are necessary to secure that he is able to perform the function, or (as the case may be) assist with its performance, in an effective manner.
