120.  In Schedule 2, in paragraph 25(1) (regulations)— E+W

(a) for “appropriate national authority” substitute “Secretary of State”;

(b) in sub-paragraph (b) for “a local authority” substitute “they”;

(c) for sub-paragraph (b)(ii) substitute—

“(ii) any other local authority under paragraph 24(2).”
